De aceea, apreciem implicarea \u0219i interesul manifestat fa\u021b\u0103 de proiectul propus \u0219i v\u0103 asigur\u0103m c\u0103 vom \u021bine cont de toate sugestiile \u0219i observa\u021biile lansate \u00een timpul dezbaterii. De asemenea,\u00a0<b>pentru a r\u0103spunde interpret\u0103rilor eronate lansate \u00een spa\u021biul public<\/b>, dar \u0219i pentru\u00a0<b>o corect\u0103 \u0219i clar\u0103 informare a comunit\u0103\u021bii<\/b>, transmitem punctual\u00a0<b>propunerile privind dezvoltarea ansamblului Palas<\/b>:<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Cl\u0103diri prev\u0103zute \u00een P.U.Z.\u2013C.P. \u00een vigoare, aprobat pentru construc\u021bia ansamblului Palas prin H.C.L 375\/01.09.2019:<\/b><\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Corp \u00eenalt UBC 3 (C1)<\/b>\u00a0&#8211; construc\u021bie realizat\u0103 \u00een baza P.U.Z.\u2013 C.P. \u00een vigoare, aprobat conform hot\u0103r\u00e2rii H.C.L. 375\/ 01.09.2009, respect\u00e2nd parametrii \u0219i indicatorii urbanistici reglementa\u021bi (P.O.T, C.U.T \u0219i H. maxim).<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Corp cl\u0103dire zona Food Court (D1-D2)<\/b>\u00a0&#8211; \u00een construc\u021bie, \u00een baza autoriza\u021biei de construire nr. 513\/17.05.2019 \u0219i nr. 787\/25.07.2019, \u00een conformitate cu P.U.Z.\u2013C.P. \u00een vigoare, aprobat conform hot\u0103r\u00e2rii H.C.L. 375\/ 01.09.2009.<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>E7\u00a0<\/b>\u2013 cl\u0103dire prev\u0103zut\u0103 \u00een P.U.Z.\u2013C.P. \u00een vigoare, aprobat prealabil conform hot\u0103r\u00e2rii H.C.L. 375\/01.09.2009, unde este denumit\u0103 E4. Propunerea actual\u0103 are un singur nivel, parter.<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Lucr\u0103ri<\/b>\u00a0<b>pentru repararea pavajului\u00a0<\/b>din pia\u021beta unde anterior era amplasat caruselul,<b>\u00a0<\/b>\u00een fa\u021ba corpului de cl\u0103dire existent din 2012, reprezent\u00e2nd intrarea \u00een Palas Mall, unde func\u021bioneaz\u0103 McDonald\u2019s \u0219i Chinese Restaurant by Li.<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>E6 (Congress Hall \u2013 s\u0103lile Rossini \u0219i Verdi)<\/b>\u00a0&#8211; construc\u021bie existent\u0103 \u00een baza P.U.Z.\u2013 C.P. \u00een vigoare, aprobat conform hot\u0103r\u00e2rii H.C.L. 375\/01.09.2009, respect\u00e2nd parametrii \u0219i indicatorii urbanistici reglementa\u021bi (P.O.T, C.U.T \u0219i H. maxim).<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Propuneri noi pentru modificarea P.U.Z.\u2013 C.P. \u00een vigoare, aprobat pentru construc\u021bia Palas prin HCL 375\/01.09.2019:<\/b><\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Cl\u0103dire \u00eenalt\u0103, \u00een spatele Palas Mall (Corp A3.1)<\/b>\u00a0&#8211; Rolul P.U.Z nu este cel de a stabili forma final\u0103 \u0219i arhitectura (fa\u021badele) unor noi cl\u0103diri, ci cel de a fixa un edificabil maxim (amprent\u0103\/\u00een\u0103l\u021bime), \u00een func\u021bie de o analiz\u0103 complex\u0103 \u0219i din mai multe perspective a contextului. Forma final\u0103 a cl\u0103dirii face obiectul unei documenta\u021bii distincte (D.T.A.C.), care se va supune parcursului de avizare (inclusiv aviz de la Direc\u021bia Jude\u021bean\u0103 de Cultur\u0103 Ia\u0219i) \u0219i va fi conformat\u0103 astfel \u00eenc\u00e2t s\u0103 minimizeze toate efectele poten\u021bial negative asupra vecin\u0103t\u0103\u021bilor.\u00a0<b>Solu\u021bia final\u0103 la faza de arhitectur\u0103 va fi prezentat\u0103 reziden\u021bilor din blocurile K, care vor fi informa\u021bi \u0219i consulta\u021bi \u00een vederea ob\u021binerii unui consens \u00eentre p\u0103r\u021bi.<\/b><\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Cl\u0103direa nu g\u00e2tuie traficul din zon\u0103, ci \u00eenglobeaz\u0103 strada Palas,<\/b>\u00a0care este, \u00een prezent, utilizat\u0103 mai mult ca zon\u0103 de \u00eenc\u0103rcare\/desc\u0103rcare, elimin\u00e2nd astfel zgomotul, mirosul etc. Accesul \u00een parcarea blocurilor K se face separat, \u00een zona KFC, \u0219i nu este afectat de noua propunere.<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\"><b>Extinderea Palas Mall<\/b>\u00a0<a rel=\"nofollow\" name=\"_Hlk26454424\"><\/a>cu dou\u0103 niveluri deasupra terasei existente,\u00a0vizavi de Hotel Ramada (Corp A1.1) &#8211; A\u0219a cum a fost prezentat \u00een dezbaterea public\u0103 \u0219i cum poate fi observat pe plan\u0219a de reglement\u0103ri aferent\u0103 P.U.Z.,\u00a0<a rel=\"nofollow\" name=\"_Hlk26454499\"><\/a>este situat simetric fa\u021b\u0103 de axul esplanadei \u00een raport cu Hotel Ramada, distan\u021ba efectiv\u0103 \u00eentre fronturi fiind de circa 44 metri (22 metri pe fiecare parte a axului), distan\u021b\u0103 care permite percep\u021bia integral\u0103 \u0219i punerea \u00een valoare a fa\u021badei Teatrului Luceaf\u0103rul. Mai mult dec\u00e2t at\u00e2t, la nivelul parterului se propune un portic (galerie deschis\u0103), care s\u0103 bordeze latura sudic\u0103 a esplanadei, permi\u021b\u00e2nd utilizarea spa\u021biului public indiferent de sezon.\u00a0Compozi\u021bia urban\u0103 simetrizat\u0103 fa\u021b\u0103 de axul fa\u021badei principale a Teatrului Luceaf\u0103rul are rolul de a transforma esplanada dintr-un desen pe sol \u00eentr-o realitate spa\u021bial\u0103, dimensionat\u0103 la scara Teatrului Luceaf\u0103rul.<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\">Zona de \u00eenc\u0103rcare\/desc\u0103rcare decoruri, din laterala Teatrului Luceaf\u0103rul, nu este afectat\u0103 de extinderea propus\u0103. De\u0219i prin P.U.Z. este propus\u0103 o reamenajare a zonei, \u00een sensul includerii esplanadei \u00eentr-un sistem de spa\u021bii verzi \u0219i pietonale care leag\u0103 str. Sf. Laz\u0103r de Pia\u021ba Palatului, noile alei vor fi dimensionate \u0219i executate pentru a permite accesul camioanelor \u0219i autospecialelor de interven\u021bie, dup\u0103 caz.<\/p>\n<p class=\"yiv2529370880MsoNormal\" style=\"text-align: justify;\">Distan\u021ba de 10 metri, m\u0103surat\u0103 \u00eentr-un singur punct, \u00eentre col\u021bul extinderii propuse \u0219i cel al Teatrului Luceaf\u0103rul, departe de a fi o g\u00e2tuire (propor\u021bia spa\u021biului \u00een acest punct este de 1\/1,8, adic\u0103 10 metri\/18 metri \u00een\u0103l\u021bime), are rolul unei \u201epor\u021bi\u201d \u00eentre spa\u021biul aferent Bisericii Sf. Laz\u0103r, pe care o va conecta pietonal de espalanad\u0103 \u0219i strada Sf. Laz\u0103r. Astfel, va fi o modulare spa\u021bial\u0103 coerent\u0103, printr-o serie de \u201ecamere urbane\u201d, care con\u021bin fiecare c\u00e2te o cl\u0103dire-protagonist: Biserica Sf.
