Potrivit datelor oferite de DSP Ia\u015fi, \u00een comuna Ro\u015fcani, rata de infectare cu virusul SARS-CoV-2 este de <strong><u>8,92 cazuri la 1000 de locuitori<\/u><\/strong>, riscul epidemiologic fiind foarte ridicat in circumstan\u021be de nerespectare a m\u0103surilor legale in vigoare si unde se constat\u0103 c\u0103 <strong>riscul r\u0103sp\u00e2ndirii infec\u021biei \u00een comunitate nu poate fi controlat prin alte metode, <\/strong>iar procentul persoanelor infectate dep\u0103\u0219e\u0219te pragul stabilit de Institutul Na\u021bional de S\u0103n\u0103tate Public\u0103.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>HOT\u0102R\u00c2RE:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 1<\/u><\/strong>. <strong>(1)<\/strong> Se va \u00eenainta propunerea c\u0103tre Centrul Na\u021bional de Coordonare \u0219i Conducere a Interven\u021biei \u00een vederea emiterii <strong>Ordinului \u0219efului Departamentului pentru Situa\u021bii de Urgen\u021b\u0103 privind instituirea m\u0103surii de carantin\u0103 zonal\u0103<\/strong>, <strong><u>\u00eencep\u00e2nd cu data de <\/u><\/strong><strong><u>17.03.2021, ora 06.00,<\/u><\/strong> pentru o perioad\u0103 de 14 zile, <strong>pentru comuna Ro\u0219cani (satele Roscani si Radeni) , jud. (2) se instituie urm\u0103toarele <u>m\u0103suri obligatorii:<\/u><\/strong><\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">identificarea tuturor persoanelor cu domiciliul, re\u0219edin\u021ba ori cu adresa declarat\u0103 \u00een zona men\u021bionat\u0103 \u0219i introducerea acestora \u00een baza de date;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">limitarea la maximum a deplas\u0103rii persoanelor \u0219i monitorizarea permanent\u0103 a respect\u0103rii acestei m\u0103suri;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">stabilirea, prin grija administra\u021biei publice locale \u0219i a Inspectoratului de Poli\u021bie Jude\u021bean Ia\u0219i, a c\u0103ilor de circula\u021bie intens tranzitate, stabilirea rutelor ocolitoare posibile \u0219i aducerea la cuno\u0219tin\u021ba popula\u021biei prin mijloace mass-media locale a acestor m\u0103suri;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\"><strong>interzicerea desf\u0103\u0219ur\u0103rii urm\u0103toarelor categorii de activit\u0103\u021bi<\/strong>:<\/span>\n<ul>\n<li><span style=\"font-size: 12pt;\">organizarea de evenimente (nun\u021bi, botezuri, mese festive, reuniuni cu prilejul unor s\u0103rb\u0103tori, anivers\u0103ri, petreceri \u0219i alte asemenea) \u00een spa\u021bii \u00eenchise \u0219i\/sau deschise, publice \u0219i\/sau private;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">actvitatea cu publicul a operatorilor economici care desf\u0103\u0219oar\u0103 activit\u0103\u021bi de preparare, comercializare \u0219i consum a produselor alimentare \u0219i\/sau b\u0103uturilor alcoolice \u0219i nealcolice, de tipul restaurantelor \u0219i cafenelelor, inclusiv a teraselor \u00een interiorul \u0219i exteriorul cl\u0103dirilor;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">activitatea cu publicul a operatorilor economici licen\u021bia\u021bi \u00een domeniul jocurilor de noroc;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">activitatea cu publicul a structurilor de primire turistic\u0103;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">organizarea de activit\u0103\u021bi \u00een cinematografe \u0219i \u00een institu\u021bii organizatoare de spectacole \u0219i\/sau concerte;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">activit\u0103\u021bile care impun prezen\u021ba fizic\u0103 a pre\u0219colarilor \u0219i elevilor din unit\u0103\u021bile de \u00eenv\u0103\u021b\u0103m\u00e2nt (activitatea didactic\u0103 se desf\u0103\u0219oar\u0103 exclusiv online);<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-size: 12pt;\">oficierea slujbelor religioase de cununie, botez \u0219i \u00eenmorm\u00e2ntare cu maximum 16 persoane;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">accesul credincio\u0219ilor \u00een l\u0103ca\u0219urile de cult pentru rug\u0103ciuni cu caracter individual, este permis astfel \u00eenc\u00e2t s\u0103 fie asigurat\u0103 o suprafa\u021b\u0103 de minim 4 mp pentru fiecare persoan\u0103 \u0219i o distan\u021b\u0103 minim\u0103 de 2 m \u00eentre persoane;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">slujbele religioase cu caracter colectiv se pot oficia \u00een l\u0103ca\u0219urile de cult f\u0103r\u0103 accesul publicului, put\u00e2nd fi transmise \u00een mass-media, on-line sau prin mijloace de radioamplificare;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">slujbele religioase care se vor oficia \u00een aer liber se vor desf\u0103\u0219ura cu men\u021binerea distan\u021bei de 1,5 m \u00eentre persoane;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">obligativitatea purt\u0103rii m\u0103\u0219tii de protec\u021bie astfel \u00eenc\u00e2t s\u0103 acopere nasul \u0219i gura pentru toate persoanele care au implinit v\u00e2rsta de 5 ani, \u00een toate spa\u021biile publice deschise \u0219i \u00eenchise.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 3<\/u><\/strong> <strong>(1)<\/strong> <strong>\u00cen perimetrul prev\u0103zut la art. 1 alin. (2) se interzice circula\u021bia persoanelor \u00een afara locuin\u021bei \/ gospod\u0103riei \u00een intervalul orar 22.00 \u2013 05.00.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>(2)<\/strong> Prin excep\u021bie de la alin. (1), circula\u021bia persoanelor \u00een afara locuin\u021bei\/gospod\u0103riei este permis\u0103 pentru urm\u0103toarele motive:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">a) deplasarea \u00een interes profesional \u00eentre locuin\u021b\u0103 \/ gospod\u0103rie \u0219i locul \/ locurile de desf\u0103\u0219urare a activit\u0103\u021bii profesionale \u0219i \u00eenapoi;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">b) deplasarea pentru asisten\u021b\u0103 medical\u0103 care nu poate fi am\u00e2nat\u0103 \u0219i nici realizat\u0103 de la distan\u021b\u0103;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">c) deplasarea din motive urgente bine justificate, precum \u00eengrijirea \/\u00eenso\u021birera copilului, asisten\u021ba persoanelor v\u00e2rstnice, bolnave sau cu dizabilit\u0103\u021bi ori deces al unui membru de familie;<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>(3)<\/strong> Pentru verificarea motivului deplas\u0103rii, persoanele sunt obligate s\u0103 prezinte, la cererea personalului autorit\u0103\u021bilor abilitate, dup\u0103 caz legitima\u021bia de serviciu, adeverin\u021b\u0103 eliberat\u0103 de angajator sau declara\u021bia pe propria r\u0103spundere.<\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 4<\/u><\/strong> <strong>(1)<\/strong> <strong>\u00cen perimetrul prev\u0103zut la art. 1 alin. (2) se limiteaz\u0103 circula\u021bia persoanelor \u00een afara locuin\u021bei \/ gospod\u0103riei pe timpul zilei.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>(2)<\/strong> Prin excep\u021bie de la alin. (1), circula\u021bia persoanelor \u00een afara locuin\u021bei \/ gospod\u0103riei este permis\u0103 pentru urm\u0103toarele motive:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">a) deplasarea \u00een interes profesional \u00eentre locuin\u021b\u0103 \/ gospod\u0103rie \u0219i locul \/ locurile de desf\u0103\u0219urare a activit\u0103\u021bii profesionale \u0219i \u00eenapoi;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">b) deplasarea pentru asisten\u021b\u0103 medical\u0103 care nu poate fi am\u00e2nat\u0103 \u0219i nici realizat\u0103 de la distan\u021b\u0103;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">c) deplasarea din motive urgente bine justificate, precum \u00eengrijirea\/\u00eenso\u021birera copilului, asisten\u021ba persoanelor v\u00e2rstnice, bolnave sau cu dizabilit\u0103\u021bi ori deces al unui membru de familie;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">d) realizarea lucr\u0103rilor agricole sau comercializarea de produse agroalimentare, cu prezentarea certificatului de produc\u0103tor sau alt document doveditor;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">e) deplas\u0103ri scurte legate de nevoile animalelor domestice din gospod\u0103rie, dup\u0103 caz animalelor de companie;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">f) deplas\u0103ri scurte pentru efectuarea achizi\u021biilor\/cump\u0103r\u0103turilor de bunuri de strict\u0103 necesitate;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">g) participarea la activit\u0103\u021bi religioase.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>(3)<\/strong> Pentru verificarea motivului deplas\u0103rii, persoanele sunt obligate s\u0103 prezinte, la cererea personalului autorit\u0103\u021bilor abilitate, dup\u0103 caz legitima\u021bia de serviciu, adeverin\u021b\u0103 eliberat\u0103 de angajator sau declara\u021bia pe propria r\u0103spundere.<\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 5<\/u><\/strong><strong> Direc\u021bia de S\u0103n\u0103tate Public\u0103 Ia\u0219i<\/strong> va \u00eentreprinde urm\u0103toarele m\u0103suri:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">evaluarea necesit\u0103\u021bii \u0219i prioritiz\u0103rii de testare a persoanelor \u0219i transmiterea solicit\u0103rilor de sprijin cu materiale sanitare \u0219i personal de specialitate de c\u0103tre Institutul Na\u021bional de S\u0103n\u0103tate Public\u0103;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">stabilirea unui calendar pentru dezinfectarea periodic\u0103 a spa\u021biilor publice \u0219i urm\u0103rirea modul de \u00eendeplinire a acestuia de c\u0103tre unitatea administrativ teritorial\u0103;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">\u00eendrumarea \u0219i implicarea medicilor de familie de pe raza localit\u0103\u021bii pentru monitorizarea persoanelor izolate \/ carantinate la domiciliu \u0219i acordarea asisten\u021bei medicale popula\u021biei din zona respectiv\u0103 (femei gravide, persoane \u00een program de dializ\u0103, pacien\u021bi oncologici etc);<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">supravegherea colect\u0103rii de\u0219eurilor medicale \u0219i respectarea normelor de colectare a de\u0219eurilor medicale.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 6<\/u><\/strong><strong> (1) <\/strong>\u00cen\u00a0 \/ din zona men\u021bionat\u0103 la art. 1 alin. (2) este permis\u0103 intrarea \/ ie\u0219irea pentru urm\u0103toarele:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">a) transportul de marf\u0103, materii prime \u0219i resurse necesare desf\u0103\u0219ur\u0103rii activit\u0103\u021bilor economice \u00een zona \/ perimetrul carantinat, precum \u0219i pentru aprovizionarea popula\u021biei;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">b) persoane care locuiesc \u00een zona carantinat\u0103 \u0219i desf\u0103\u0219oar\u0103 activit\u0103\u021bi profesionale \u00een alte localit\u0103\u021bi;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">c) persoane care nu locuiesc \u00een zona carantinat\u0103 \u0219i desf\u0103\u0219oar\u0103 activit\u0103\u021bi profesionale \u00een zona carantinat\u0103;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">d) persoane care realizeaz\u0103 activit\u0103\u021bi agricole sau pentru comercializarea de produse agroalimentare;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">e) deplasarea din motive bine justificate, precum \u00eengrijirea \/ \u00eenso\u021birea copilului, asisten\u021ba persoanelor v\u00e2rstnice, bolnave sau cu dizabilit\u0103\u021bi ori deces al unui membru de familie;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">f) deplasarea pentru asisten\u021b\u0103 medical\u0103 care nu poate fi am\u00e2nat\u0103 \u0219i nici realizat\u0103 de la distan\u021b\u0103;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">g) deplasarea pentru interven\u021bii la urgen\u021be medicale \u0219i interven\u021bii \u00een situa\u021bii de urgen\u021b\u0103;<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>(2)<\/strong> Persoanele care se \u00eencadreaz\u0103 la categoriile men\u021bionate la alin. (1) vor prezenta autorit\u0103\u021bilor competente un document care s\u0103 ateste calitatea respectiv\u0103, dup\u0103 caz declara\u021bia pe propria r\u0103spundere, completat\u0103 \u00een prealabil, din care s\u0103 rezulte motivul justificat al deplas\u0103rii (numele \u0219i prenumele, data na\u0219terii, adresa locuin\u021bei \/ gospod\u0103riei \/ locului activit\u0103\u021bii profesionale, motivul deplas\u0103rii, data complet\u0103rii \u0219i semn\u0103tura).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>(3)<\/strong> Dac\u0103 nu a fost stabilit\u0103 o rut\u0103 ocolitoare, este permis\u0103 tranzitarea localit\u0103\u021bii \/ zonei carantinate de c\u0103tre persoane care nu au domiciliul pe raza acesteia, fiind interzis\u0103 oprirea \u00een localitatea \/ zona carantinat\u0103.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>(4)<\/strong> <strong>este strict interzis\u0103 intrarea \/ ie\u0219irea \u00een din \/ zona men\u021bionat\u0103 la art. 1 alin (2) prin alte zone sau c\u0103i de acces dec\u00e2t cele deschise circula\u021biei de pe drumurile na\u021bionale, jude\u021bene, comunale \u0219i s\u0103te\u0219ti (de exemplu prin c\u00e2mp deschis, drumuri forestiere, de exploatare agricol\u0103 etc).<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 7<\/u><\/strong> M\u0103surile stabilite din prezenta hot\u0103r\u00e2re se aplic\u0103 pentru o perioad\u0103 de 14 zile, respectiv <strong><u>17.03.2021, ora 06.00 \u2013 31.03.2021, ora 06.00<\/u><\/strong><strong>,<\/strong> urm\u00e2nd a fi reevaluate la finalul acesteia.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 8<\/u><\/strong> M\u0103surile stabilite din prezenta hot\u0103r\u00e2re vor fi comunicate autorit\u0103\u021bilor publice locale pentru punere \u00een aplicare \u0219i vor fi aduse la cuno\u0219tin\u021ba popula\u021biei prin mijloace de comunicare mass-media, prin mesaje de avertizare RO-ALERT, precum \u0219i prin alte mijloace.<\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 9<\/u><\/strong> Comitetele Locale pentru Situa\u021bii de Urgen\u021b\u0103 Ro\u0219cani \u0219i ale localit\u0103\u021bilor \u00eenvecinate: Bivolari, Trife\u0219ti, Probota, \u021aig\u0103na\u0219i, Vl\u0103deni \u0219i Andrie\u0219eni au obliga\u021bia inform\u0103rii operatorilor economici\/ institu\u021biilor care desf\u0103\u0219oar\u0103 activit\u0103\u021bi men\u021bionate \u00een prezenta hot\u0103r\u00e2re, precum \u0219i popula\u021biei despre m\u0103surile adoptate.<\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 10<\/u><\/strong> Respectarea aplic\u0103rii m\u0103surilor prev\u0103zute \u00een\u00a0 prezenta hot\u0103r\u00e2re se urm\u0103re\u0219te de c\u0103tre structurile Ministerului Afacerilor Interne, Inspectoratul Teritorial de Munc\u0103 Ia\u0219i, Direc\u021bia de S\u0103n\u0103tate Public\u0103 Ia\u0219i, Direc\u0163ia Sanitar \u2013 Veterinar\u0103\u00a0 \u015fi pentru Siguran\u0163a Alimentelor Ia\u015fi \u0219i Comisariatul Jude\u0163ean pentru Protec\u0163ia Consumatorilor Ia\u0219i, Autoritatea Rutier\u0103 Rom\u00e2n\u0103 Ia\u0219i, precum \u0219i autorit\u0103\u021bile administra\u021biei publice locale din zona carantinat\u0103.<\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong><u>Art. 11<\/u><\/strong> Misiunile \u0219i ac\u021biunile ce deriv\u0103 din prezenta <em>Hot\u0103r\u00e2re<\/em> se pun \u00een aplicare \u00een conformitate cu prevederile <em>Planului-cadru integrat de ac\u021biune pentru instituirea carantinei zonale \u00een scopul limit\u0103rii r\u0103sp\u00e2ndirii coronavirusului SARS-COV-2 pe teritoriul Rom\u00e2niei nr.
