Protestul, organizat de Confedera\u021bia Operatorilor \u0219i Transportatorilor Autoriza\u021bi din Rom\u00e2nia \u2013 filiala Ia\u0219i (COTAR) \u00eempreun\u0103 cu Camera Na\u021bional\u0103 a Taximetri\u0219tilor din Rom\u00e2nia (CNTR), a blocat timp de mai bine de trei ore circula\u0163ia autovehiculelor \u00een centrul ora\u015fului, cu excep\u0163ia mijloacelor de transport \u00een comun, pe str. Anastasie Panu, pe tronsonul cuprins \u00eentre bd. \u0218tefan cel Mare \u0219i Sf\u00e2nt (\u0218coala Primar\u0103 \u201eGheorghe. Asachi\u201d) \u0219i intersec\u021bia cu str. Sf. Laz\u0103r (Pia\u021ba \u201cSf\u00e2nta Vineri\u201d), str. Palat, de la intersec\u021bia cu bulevardul \u0218tefan cel Mare \u0219i Sf\u00e2nt (\u0218coala Primar\u0103 \u201eGheorghe Asachi\u201d) cu str. Sf\u00e2ntul Laz\u0103r (sediul BCR), \u015fi respectiv pe str. Costache Negri, de la intersec\u021bia cu str. Armean\u0103 la intersec\u021bia cu str. Anastasie Panu.<\/p>\n<p style=\"text-align: justify;\">\u201ePractic, avem dou\u0103 legi pentru desf\u0103\u0219urarea aceleia\u0219i activit\u0103\u021bi, este vorba despre activitatea de transport de persoane. Una din aceste legi (OUG nr. 49\/2019 \u2013 n.r.) favorizeaz\u0103 a\u0219a numitul ride-sharing, iar cealalt\u0103 limiteaz\u0103 \u0219i restric\u021bioneaz\u0103 activitatea de taximetrie. Practic, cele dou\u0103 acte normative favorizeaz\u0103 mediul concuren\u021bial neloial, prin care activitatea de taximetrie este suprimat\u0103 de Legea 38\/2003, iar condi\u021biile prev\u0103zute \u00een OUG nr. 49\/2019 sunt interpretabile, d\u00e2nd astfel libertatea celor care practic\u0103 aceast\u0103 activitate s\u0103 fac\u0103 ce vor, \u00eencep\u00e2nd de la evaziune fiscal\u0103 \u0219.a.m.d. Am f\u0103cut nenum\u0103rate demersuri pentru eliminarea acestor discrepan\u021be, \u00eens\u0103 p\u00e2n\u0103 acum nu s-a rezolvat nimic. Ni s-a promis c\u0103 Executivul va veni \u00een \u00eent\u00e2mpinarea dorin\u021belor noastre prin adoptarea unui nou act normativ care s\u0103 corecteze OUG nr. 49\/2019 astfel \u00eenc\u00e2t lucrurile s\u0103 se echilibreze, \u00eens\u0103 p\u00e2n\u0103 acum nu au fost dec\u00e2t promisiuni, nimic concret\u201d, a declarat Daniel Vasilache, membru fondator al Asocia\u021biei de Monitorizare \u201eTaxi\u201d Ia\u0219i.<\/p>\n<p style=\"text-align: justify;\">La finalul ac\u021biunii, o delega\u021bie a protestatarilor a \u00eenm\u00e2nat prefectului jude\u021bului Ia\u0219i, Felix Guzg\u0103, un proiect de modificare a Legii 49, urm\u00e2nd ca \u00een cel mai scurt timp ace\u0219tia s\u0103 primeasc\u0103 un r\u0103spuns din partea reprezentan\u021bilor Guvernului. Protestatarii sus\u021bin c\u0103, potrivit art. 21 din OUG nr. 49\/2019, activitatea de transport alternativ se face \u00een condi\u0163iile Legii nr. 38\/2003, cu alte cuvinte orice operator de transport, fie persoan\u0103 independent\u0103, AF, PFA, sau SRL, trebuie s\u0103 aib\u0103 la bordul ma\u015finii aparate de taxat.<\/p>\n<p style=\"text-align: justify;\">\u201eA\u015fa cum noi suntem controla\u0163i \u00een fiecare zi de c\u0103tre institu\u0163iile statului tot a\u015fa ne dorim ca \u015fi ei s\u0103 aib\u0103 autoriza\u0163ie de transport alternativ, omologarea ma\u015finii la un an, ITP-ul f\u0103cut la \u015fase luni, carte de munc\u0103 \u015fi cas\u0103 de marcat fiscal\u0103\u201d, a precizat Daniel Vasilache.<\/p>\n<p style=\"text-align: justify;\">\u00cen replic\u0103, autorit\u0103\u021bile afirm\u0103 c\u0103 potriivt prevederilor OUG nr. 21\/2019 pentru modificarea \u0219i completarea Legii nr. 38\/2003 privind transportul \u00een regim de taxi \u0219i \u00een regim de \u00eenchiriere, atribu\u021biile referitoare la autorizarea, efectuarea \u0219i controlul transportului \u00een regim de \u00eenchiriere (ride- sharing) sunt exercitate de Autoritatea Rutier\u0103 Rom\u00e2n\u0103 (ARR) \u0219i Inspectoratul de Stat pentru Controlul Transportului Rutier.
