Instrumentele, parteneriatele \u0219i modelele concrete care pot accelera transformarea urban\u0103 \u00een Rom\u00e2nia au ocupat prim-planul discu\u021biilor.<\/p>\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\">\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\">\u00cen debutul celei de-a doua zile, discu\u021biile au fost deschise de interven\u021bii dedicate\u00a0<b>rela\u021biei dintre administra\u021bie, finan\u021bare \u0219i infrastructur\u0103 urban\u0103<\/b>, urmate de o mas\u0103 rotund\u0103 despre\u00a0<b>ora\u0219e verzi \u0219i programe de finan\u021bare a dezvolt\u0103rii urbane<\/b>, la care au participat reprezentan\u021bi ai mai multor administra\u021bii locale din Rom\u00e2nia. Tot \u00een prima parte a zilei, summitul a abordat \u0219i tema Ora\u0219elor 4.0, cu accent pe noile modele de dezvoltare urban\u0103 \u0219i pe nevoia unor ora\u0219e mai conectate, mai eficiente \u0219i mai reziliente.<\/p>\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\"><b>\u00a0<\/b><\/p>\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\"><b>Mihai Jurca, \u0218eful Cancelariei Primului Ministru, a declarat:<\/b><\/p>\n<ul style=\"text-align: justify;\" type=\"disc\">\n<li class=\"yiv5886310318MsoNormal\">Ast\u0103zi, la summitul TILIA, o banc\u0103, un investitor \u0219i institu\u021bii publice discut\u0103 despre ceea ce avem de f\u0103cut \u00een viitor.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Exist\u0103 multe parteneriate public-private care func\u021bioneaz\u0103, chiar dac\u0103 nu \u00eentotdeauna \u00een mod ideal. Vin din mediul local, unde am implementat astfel de parteneriate, iar noi, ca autorit\u0103\u021bi, trebuie s\u0103 asigur\u0103m eficien\u021ba serviciului public \u2013 autoriza\u021bii, permise.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Guvernul trebuie s\u0103 reglementeze mai clar parteneriatele public-private, astfel \u00eenc\u00e2t lucrurile s\u0103 se mi\u0219te mai repede \u0219i mai predictibil.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Cel mai bun exemplu este Ia\u0219ul, care arat\u0103 c\u0103 lucrurile se dezvolt\u0103 atunci c\u00e2nd mediul privat este sprijinit de administra\u021bie.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Bugetul este deja supracontractat, iar aloc\u0103rile pentru infrastructur\u0103 sunt angajate p\u00e2n\u0103 \u00een 2040. \u00cen acest context, alternativa real\u0103 pentru dezvoltarea infrastructurii o reprezint\u0103 parteneriatele public-private. Exist\u0103 disponibilitatea b\u0103ncilor \u0219i a investitorilor priva\u021bi de a finan\u021ba, \u00eens\u0103 problema real\u0103 \u021bine de predictibilitate \u0219i de modul \u00een care sunt structurate aceste parteneriate. Este necesar s\u0103 prioritiz\u0103m utilizarea fondurilor publice \u0219i europene, iar restul investi\u021biilor s\u0103 fie direc\u021bionate c\u0103tre zona PPP. Trebuie s\u0103 cultiv\u0103m mai mult\u0103 \u00eencredere \u0219i s\u0103 elimin\u0103m birocra\u021bia inutil\u0103. Mediul privat \u00ee\u0219i dore\u0219te eficien\u021b\u0103, predictibilitate \u0219i echitate \u00een \u00eemp\u0103r\u021birea riscurilor.<\/li>\n<li class=\"yiv5886310318MsoListParagraph\">Autostr\u0103zile A7 \u0219i A8 vor crea spa\u021biu pentru dezvoltarea regiunii Moldova. Grupul IULIUS a intrat \u00een PPP \u00een Ia\u0219i \u0219i Cluj. Ast\u0103zi suntem convin\u0219i c\u0103 proiectele de regenerare urban\u0103 trebuie s\u0103 fie integrate total \u00een infrastructura g\u00e2ndit\u0103 de administra\u021bie, pentru relevan\u021b\u0103 pe termen lung.\u201d<\/p>\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\"><b>\u00a0<\/b><\/p>\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\"><b>Mihai Jurca, Cancelaria Prim-Ministrului:<\/b><\/p>\n<ul style=\"text-align: justify;\" type=\"disc\">\n<li class=\"yiv5886310318MsoNormal\">Chiar \u0219i \u00een contextul legislativ actual, lucrurile se pot \u00eent\u00e2mpla, desigur, cu un efort. Ceea ce a f\u0103cut IULIUS \u00een Ia\u0219i \u0219i nu numai reprezint\u0103 exemple clare c\u0103 se poate \u00eent\u00e2mpla asta. Sfatul meu ar fi s\u0103 avem ceva structurat la nivel central, cu impact la nivel local.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Preg\u0103tim o linie de 15 proiecte, \u00een valoare de 3 miliarde de euro, \u0219i am v\u0103zut proiecte mari de regenerare urban\u0103. Unul este parcul guvernamental din Grecia, unde 9 institu\u021bii se relocheaz\u0103 \u00eentr-un singur proiect.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Avem 3 proiecte PPP pentru cazarea studen\u021bilor \u00een Europa.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Vrem s\u0103 vedem un comitet interministerial care se dedic\u0103 PPP-ului; aceasta ar fi o solu\u021bie.<\/li>\n<li class=\"yiv5886310318MsoNormal\">O alt\u0103 solu\u021bie ar fi masterplanuri realizate astfel \u00eenc\u00e2t PPP-urile s\u0103 g\u0103seasc\u0103 un context local matur.<\/li>\n<\/ul>\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\">\n<p class=\"yiv5886310318MsoNormal\" style=\"text-align: justify;\"><b>Marcelo Catellanos, Senior Country Manager for Southeastern Europe International Finance Corporation:<\/b><\/p>\n<ul style=\"text-align: justify;\" type=\"disc\">\n<li class=\"yiv5886310318MsoNormal\">Pentru a discuta PPP-urile, v\u0103 dau o cifr\u0103: 70 de proiecte de consiliere pe care le avem peste tot \u00een lume. Mesajul-cheie este c\u0103 acestea func\u021bioneaz\u0103 \u00een multe p\u0103r\u021bi ale lumii. Este important s\u0103 identific\u0103m \u021b\u0103rile unde func\u021bioneaz\u0103 constant \u0219i se men\u021bin pe termen lung. Exemple sunt Marea Britanie, Fran\u021ba \u0219i Olanda. \u00cen Marea Britanie au folosit acest model \u00een transport, educa\u021bie, s\u0103n\u0103tate \u0219i infrastructur\u0103. \u00cen Fran\u021ba, \u00een sistemul feroviar, energetic \u0219i \u00een servicii. \u00cen Olanda avem colaborare pentru aeroport. C\u00e2nd vorbim de aceste \u021b\u0103ri, vorbim de o viziune politic\u0103 \u0219i de o capacitate de colaborare, o cultur\u0103 a colabor\u0103rii, o structurare adecvat\u0103 \u0219i, \u00een final, finan\u021batori care \u00een\u021beleg contextul.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Rom\u00e2nia este preg\u0103tit\u0103 pentru PPP \u0219i credem c\u0103 exist\u0103 prevederi legale care pot fi perfec\u021bionate, \u00eens\u0103 cadrul actual este suficient de bun pentru a permite PPP-uri. Ceea ce lipse\u0219te este o structur\u0103 a colabor\u0103rii care s\u0103 distribuie responsabilit\u0103\u021bile \u0219i riscurile.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Un PPP este considerat ca av\u00e2nd un risc mai mare, pentru c\u0103 se bazeaz\u0103 doar pe succesul proiectului propus de privat.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Proiectele de regenerare sunt complexe tehnic, cu beneficii care trebuie de la \u00eenceput clarificate. Proiectele de regenerare sunt \u00eentr-o logic\u0103 de profit privat. \u00cen practic\u0103, PPP nu a fost protejat de riscul unei estim\u0103ri prea optimiste. Partenerul privat nu are niciodat\u0103 venituri din a doua zi a parteneriatului. Este nevoie de o perioad\u0103 de gra\u021bie, un mecanism de pl\u0103\u021bi diferen\u021biate, poate de la momentul gener\u0103rii de venituri.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Orice partener public are nevoie de calitate, de garan\u021bii, de plat\u0103 corect\u0103 \u0219i de compensa\u021bie.<\/li>\n<li class=\"yiv5886310318MsoNormal\">Este nevoie de un mecanism pentru proiectele mixed-use, aflate la intersec\u021bia dintre concesiune \u0219i servicii publice. Sunt jurisdic\u021bii europene care recunosc aceste modele \u0219i reu\u0219esc s\u0103 aduc\u0103 resursele publice \u0219i private \u00eentr-o singur\u0103 form\u0103 de finan\u021bare.
